    Hi,

    Is there a way to have running water without central heat in winter? I am helping a young man who can’t work to stay in his home. He could do this IF he can only heat the room he is in, with a space heater or heat lamp.

    We are in Cincinnati, it gets down to 0 several days a year. Can we insulate pipes well enough, or easily turn off water to upstairs? I think basement toilet could be well enough insulated, and probably basement laundry tubs, any thoughts on this?

    Any modifications have to be free or very cheap.
